# H.R. 10326 (119th): Preventing Rip-offs and Obtaining Oversight of Funds Act or the PROOF Act

Preventing Rip-offs and Obtaining Oversight of Funds Act or the PROOF Act This bill requires states to provide such information as the Department of Justice (DOJ) may require for the purpose of investigating or prosecuting alleged fraud committed with regard to certain federally funded programs. Programs covered by this requirement include: Medicaid, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), certain federal payments and grants to state governments related to the coronavirus response, and any other program to which funds are made available to states and identified by DOJ as vulnerable to fraud. A federal agency may only use such information for law enforcement purposes related to fraud and may not disclose it for any unrelated administrative or commercial purpose. DOJ must annually report to Congress on the number of requests for information issued to state agencies under this bill, the programs with respect to which such requests were made, and the number of fraud investigations initiated and convictions secured using the information obtained.

Roll 310: On Passage. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The bill directly supports lawful prosecution of fraud against public funds, which is a real justice good. It also compels state data production to federal law enforcement across multiple programs and does not impose warrant or hearing safeguards in the summary. These features make it a mixed prudential measure rather than a clear restraint of evil or a direct advance of moral harm.
Theological note: The bill bears on the civil magistrate's duty to punish fraud and protect public funds from theft, which fits general equity and stewardship of entrusted resources. It also raises a prudential concern about the scope of federal demands for citizen and state records and the need to keep such power limited to legitimate prosecution. The text includes a purpose limitation against unrelated use, which is relevant to restraining undue intrusion. This is issue relevance only, not a final moral judgment.
