Roll 201: On Passage. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The title and operative text together indicate a restraint on a possible instrument of direct state financial monitoring. The operative provisions prohibit federal CBDC issuance and direct retail accounts, which restrains a potential surveillance power rather than advancing one. The bill is framed as anti-surveillance, but its text is mainly a monetary-policy prohibition, so the classification is provisional.
Theological note: The measure bears on the Christian concern that civil authority not gain unchecked power to monitor and control the ordinary economic lives of persons. Restraining a possible instrument of state financial surveillance relates to general equity, property, and the proper limits of government. The operative text addresses monetary policy and CBDC authority, so this is an issue-relevance note, not a final judgment.
