Polarity rationale: Reviewed enrichment (llm_import) polarity: The bill commemorates victims of terrorist murder and supports a memorial, a positive civic purpose. It does not directly restrain evil or defend justice in an operative way, and its mechanics (coin minting, surcharge, annual limits) are ordinary prudential administration, so a mixed classification fits better than a strong good.
Theological note: Relevant to the duty to remember innocent victims of mass violence and to honor those who died, which can reflect concern for justice for the dead. The measure is modest in scope and involves no direct moral harm, though it touches on federal coin issuance and a surcharge mechanism that are matters of ordinary prudence rather than moral principle.
