Polarity rationale: Reviewed enrichment (llm_import) polarity: The summary is sufficient for a prudent high-level judgment. The measure directly restrains a named criminal harm, piracy, through sanctions and enforcement penalties aimed at those who knowingly engage in it. It does not advance any moral harm, and its operative aim is restraint of predation rather than a prudential dispute over means.
Theological note: The issue touches civil authority's duty to restrain predatory violence against lawful commerce and persons at sea, which relates to the sword-bearing role of government in restraining evildoers (Romans 13:4) and to general equity in punishing theft and violence. This is issue relevance only, not a final candidate judgment.
