Recorded summary

The bill requires the Department of Veterans Affairs to run a two-year pilot program that furnishes a headstone or burial marker, on request, for covered veterans. Covered veterans are those who died on or before November 1, 1990, and were released or discharged under conditions other than dishonorable. Current law limits these benefits to eligible veterans who died on or after that date. The bill also requires the VA to update the National Cemetery Administration website with the eligibility requirements.

Theological note: The measure concerns honoring faithful service and giving due honor to the dead, themes connected to rendering honor to whom honor is owed (Romans 13:7) and to the dignity of burial. It extends a benefit to veterans who served under non-dishonorable conditions, which bears on justice in how the nation remembers its servicemembers. This is issue relevance only, not a final moral judgment.
