# H.R. 2965 (119th): Small Business Regulatory Reduction Act of 2025

Small Business Regulatory Reduction Act of 2025 This bill requires the Small Business Administration (SBA) to ensure the annual small business regulatory budget for the SBA in each fiscal year is no greater than zero. The small business regulatory budget is the cost to a small business of a federal rulemaking, including the cost resulting from the issuance of any new rule and the cost resulting from the modification or repeal of an existing rule.

Polarity rationale: Reviewed enrichment (llm_import) polarity: This is a generic regulatory-process measure. It seeks to constrain the cost burden of federal rulemaking on small businesses, which has a prudential good in relieving undue burdens, but it does not directly restrain a named moral evil or directly advance one. Its effects on protective rules are a real concern, so the classification is mixed rather than good or evil.
Theological note: Scripture values just order, honest labor, and the flourishing of small enterprises, while also calling civil authorities to govern with wisdom and restraint. The question of how much regulatory burden falls on small businesses, and how to weigh it against protective rules, is a prudential matter of stewardship and general equity rather than a clear moral verdict on the measure itself.
