Theological note: Scripture recognizes the civil sword as a God-ordained power for restraining evil and protecting the innocent (Romans 13:4), so funding defense and the care of those who serve is a legitimate civic concern. The moral weight depends on whether the forces are used justly, whether foreign commitments are prudent, and whether the bill's broad provisions contribute to unjust killing. This bill is an ordinary, multi-subject authorization and does not on its face direct an unjust war.
