Theological note: The measure concerns the administration of grants meant to protect communities from terrorist attacks, which touches the duty of government to protect the innocent through general equity. Its operative content is procedural outreach, feedback collection, and reporting, so its relevance to moral judgment is indirect and prudential rather than a direct question of justice or evil.
