# H.R. 43 (119th): Alaska Native Village Municipal Lands Restoration Act of 2025 This act removes the requirement that Alaska Native village corporations must convey lands to Alaska to be held in trust for future municipal governments

Alaska Native Village Municipal Lands Restoration Act of 2025 This act removes the requirement that Alaska Native village corporations must convey lands to Alaska to be held in trust for future municipal governments. The Alaska Native Claims Settlement Act (ANCSA) requires all Alaska Native village corporations that receive land under the ANCSA to convey certain lands to the existing municipality in the village or, if no municipality exists, to Alaska in trust for any municipality that may be established in the future. This act removes the requirement for conveyance. Additionally, the act allows village corporations to regain title to the lands held in trust by dissolving the trust through formal resolution by the village corporation and the residents of the Native village.

Roll 28: On Motion to Suspend the Rules and Pass. Vote type: final_passage.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The summary describes an ordinary land-title and municipal-governance adjustment that restores local corporate control and reduces a federal-state trust mechanism. Real considerations on both sides, including the interests of future municipal governments and the rights of the village corporation and residents, make this a prudential mixed measure rather than a direct moral restraint or advancement of evil.
Theological note: The bill bears on the Christian concern for just stewardship of land, honest dealing in property, and fair treatment of Native communities whose land and self-governance are at stake. It also touches the good of orderly local government for future municipal life. These are issues of property justice and prudent public order, not a clear case of directly advancing or restraining a named moral evil.
