H.R. 4646 (119th): Whistleblower Protection Act of 2025

Whistleblower Protection Act of 2025 This bill expands existing whistleblower protections for employees of federal contractors or grant recipients to apply to all contracts and grants funded by the Department of Housing and Urban Development (HUD) regardless of the date of execution. Current law protects employees of federal contractors or grant recipients from a reprisal (i.e., discharge, demotion, or discrimination) for disclosing evidence to Congress or another appropriate official of certain misconduct involving federal contracts, grants, or funds. This provision currently applies only to contracts and grants signed or modified after the law took effect in 2013. The bill expands these protections to apply to HUD contracts and grants signed before the law was enacted.

Recorded summary

The bill extends existing whistleblower protections for employees of federal contractors and grant recipients to all HUD-funded contracts and grants, including those signed before the 2013 effective date of current law. Current law bars reprisal (discharge, demotion, or discrimination) against employees who disclose misconduct involving federal contracts, grants, or funds to Congress or another appropriate official. The bill applies that protection to pre-2013 HUD agreements.

Theological note: The measure bears on truthful accountability and the restraint of abuse of public funds. Scripture calls for justice in dealings and for protecting those who bring wrongdoing to light from retaliation, so the issue is relevant to general equity and to the protection of the vulnerable worker who speaks truthfully.
