Theological note: Issue relevance: the measure concerns emergency access to help, which bears on the protection of neighbors in danger, and on the orderly exercise of lawful government oversight. It is a reporting mandate, not a direct restraint or advancement of a named moral harm, so it sits in the domain of prudential public-safety governance.
