Roll 83: On Motion to Refer. Vote type: procedural.
Polarity rationale: Reviewed enrichment (llm_import) polarity: The measure directly restrains a named moral harm, sexual harassment and sexual assault by members, by requiring preservation of records and public disclosure of investigative findings. It exposes and promotes accountability for abusers, which fits the abuse-accountability lane. Victim privacy is protected through redaction. The measure does not advance any named harm.
Theological note: This measure bears on the biblical call to do justice, expose hidden wickedness, and protect the vulnerable from sexual abuse and coercion (Eph. 5:11-12; Ps. 82:3-4). Requiring preservation and disclosure of records concerning sexual misconduct by officials relates to accountability for abuse of power, while redacting victims' identities reflects care for the wounded and protection of those who testify. This is an issue-relevance note, not a final candidate judgment.
