Theological note: The measure bears on protecting persons from sexual violation and on the civil duty to restrain wrongdoing and protect those who serve under lawful authority. Its concern for the safety and dignity of correctional workers aligns with general equity, though it addresses prison administration rather than a moral question of the highest order.
