Theological note: Scripture values just order, honest labor, and the flourishing of small enterprises, while also calling civil authorities to govern with wisdom and restraint. The question of how much regulatory burden falls on small businesses, and how to weigh it against protective rules, is a prudential matter of stewardship and general equity rather than a clear moral verdict on the measure itself.
