Theological note: Scripture commends justice that protects the public from violence and recklessness, and it calls rulers to deal honestly with danger to neighbors. Impaired driving endangers lives. The measure also raises equity questions about how civil consequences such as removal are applied to non-citizens for a single offense, and about proportion in the law's treatment of sojourners.
