Recorded summary

This joint resolution would nullify the Bureau of Land Management's April 25, 2022 Integrated Activity Plan Record of Decision for the National Petroleum Reserve in Alaska, a roughly 23-million-acre area on the North Slope. The 2022 plan had closed about 48% of the reserve to oil and gas leasing to protect wildlife and subsistence uses. If enacted, the resolution would reopen those areas to leasing by reverting to the 2020 plan.

Theological note: Stewardship of creation and care for the common good, including provision for subsistence communities and wildlife, are relevant to this issue. Energy development and resource access are also legitimate goods under prudent stewardship. The question is a prudential balance between these considerations, not a direct moral evil such as the oppression of persons, so it is not a final candidate judgment.
